A message arrives timed 1430Z and the letter on the end is doing more work than the digits. How to Convert Local Time to Zulu Time

Subtract your offset if you are ahead of UTC and add it if you are behind. A local 1500 in a zone on UTC plus two is 1300Z; a local 0900 in a zone on UTC minus five is 1400Z. Use the offset actually in force that day, not the standard-time one.

Two things trip people up.
